Actually, the mandate could be implemented by a CHANGE ORDER, which is entirely legitimate. But Contractors would then have the opportunity to dollarize the cost of the change orders and demand financial compensation and/or schedule adjustments, the cost of which would be astronomical.

And isn't it bizarre that as the evidence grows that these vaccinations are of very limited value (people still being infected and getting sick even after vaccination), the Left is ever more determined to shove them down peoples' throats?
