An open secret. That HEU at 60 percent enrichment can be used in a nuclear weapon is hardly a state secret.

One does not have to dig deep to document the basis for the statement that all HEU is weapon-usable. The IAEA considers HEU, which is defined as uranium enriched to 20 percent or greater, as a “direct use” material, meaning it “can be used for the manufacture of nuclear explosive devices without transmutation or further enrichment.”
Iran's stockpile of uranium enriched at 60 percent would be enough to make several relatively unsophisticated nuclear weapons. So why does nobody talk about it?
