As in if they did not live up to their commitments in the deal then we would not withdraw.

It's Trump who bragged about doing just that. Joe did have to bring in more troops after the Afghan army dissolved and the Government fled.

Biden is guilty as charged of not re-invading Afghanistan to fight the Taliban again.
