This situation highlighted the challenges of balancing national security with the rights of individuals to pursue education and training in the United States.
There was no need to create the "Patriot Act". All that was needed was transparency, the truth and less bureaucracy that the FBI and CIA refused to investigate the suspects when agents reported their suspicions of visa overstay violations and foreigners taking flying lessons to Director Freeh and George Tenet.
Both were asleep at the wheel and suffered no repercussions for their incompetence.
