APA - Japan demands U.S. explanation over alleged spying
How the Japanese would be shocked if they knew the whole list of countries and persons we are spying on?
I don't think our Government will give any any explanation or excuse.
America is a free country: every spy lives in freedom here.

I like to think of it as staying well informed. After all isn't that the purpose of the CIA and NSA.

I doubt that Japan has own spies in America. Their Government doesn't have courage to send agents to the USA.
We can blame any country in the world spying on it's neighbors but America is the one which was caught.
