Can you be more specific about your thoughts here? I have great respect for Harvey Shorstein, the state's attorney. But I also know that the criminal justice system is swamped, and Jacksonville has some of the highest crime in the state of Florida (which is saying something).

Yeah, well forget THAT shit. Hispanics aren't really an issue in Jax. I doubt there are as many whites in jail as there are blacks. And you don't see a lot of blacks on the south side of the St Johns River.

Wouldn't it have to be equal numbers of percentages of the population in the slammer?

It is predicated upon two assumptions:

1) That there are equal percentages of ethnic groups in the population.
2) That these groups offend at equal rates, and with an equal degree of seriousness.

Personally, I want CRIMINALS in prison. I'm not that concerned about their skin color as long as all criminals are treated the same. Especially the violent offenders.
