According to this, these obama docs were always in national archives custody.

They were NOT in NARA custody is the simple explanation, they had to be moved from the warehouse Obama had them stored in, paid NARA to do so, and move them to 'NARA-controlled facilities'.

Yes. The presidential libraries are set up as a public/private partnership. Presidential libraries are funded in large part by donations to the president’s foundation so anything the president wants for the library needs to be negotiated and paid for.
