War is to be declared only by congress.
That law makes it possible for the President to conduct military operations for a limited time only.

The thing is the Constitution doesn't require a war declaration for the President, and Commander in Chief, to direct the military. The Constitution is silent on that.
Now the War Powers Act was passed, but it has never been ruled constitutional, or unconstitutional by the Supreme Court, so its validity is still very much up in the air.
