There were calls for the bloc to consider using its anti-coercion instrument (ACI), a set of measures that allow it to impose sweeping trade sanctions, before Trump announced a tariff climbdown on Wednesday evening.
“All EU trade defense instruments — including the Anti-Coercion Instrument (ACI) — must now be reviewed,” Volker Treier, chief executive of foreign trade at the German Chamber of Commerce and Industry (DIHK), which represents nearly 4 million businesses, told CNBC on Wednesday afternoon. He added that the ACI should be a “last resort.”

The multilateral institutions on which middle powers have relied — the WTO, the UN, the COP — the very architecture of collective problem solving, are under threat.
