I Think it is a security camera that monitor the place(probably a parking lot nearby a the facility), the video was taken from a mobile phone camera recording the screen.

Unless the vid I saw is doctored he seems to have a knife.

It was much better quality than the one in circulation on the Jerusalem Post. But the JP has taken it down and replaced with the poorer, shorter vid, without the cctv staff commenting.

I expect this will be allowed to be understood as an unarmed man, then a big "reveal" will be done to show he had a knife. Of course ignoring that the policeman only killed him because he felt he had impunity, despite being in a town he should not have been in, supporting an occupation that should not be happening.
