Were the ICJ to ever be solicited for an advisory opinion on sovereignty over Judea and Samaria, it would be extremely difficult to build a legal case against Israeli sovereignty, let alone in favor of Palestinian sovereignty.

There is nothing illegal about Israeli communities in Judea or Samaria unless Israel declares them so. Other nations or organizations, like the UN OHCHR, may disapprove of them, but no one but Israel has jurisdiction over them.
