My suspicion is MOAB or not, there is probably going to require a raiding team to infiltrate the location, even if you to be sure it is no longer operational.

I'm sure Israel has already considered this. If Trump doesn't approve the MOAB they will be forced to go anyways. If he does approve the MOAB, someone is going to have ensure it was successful.

Regime change might be in the cards though they would have to have a replacement prepared.

We just spent at least a couple of years and more with many parts of the nation protesting/rioting against Israel. The Progressives are anti-Israel. If they can validate that Israel knew beforehand that Gaza was going to do what they did, then they have something to work with and start making accusations.
