No, geofencing is commonly used by merchants. When you go into a mall, for example, and your phone immediately starts displaying ads for various merchants, that is geofencing in action. It is legal and widely used.

Whether or not other religions or foreign countries do that I do not know.

Propaganda is the deliberate and systematic effort, using a variety of means, to manipulate people into believing and behaving in accordance with, something that is not true.
