No, only tankers that Iran will allow are getting through. The problem is insurance (not to mention it being life or death). Every tanker pays insurance in case something happens, even in normal times. Right now, insurance companies won't go near tankers. So Trump has even floated (no pun intended) the thought of having American ships escort tankers through, which is a spectacularly stupid idea.

So Iran pretty much has discretion on which tankers go through.
