He's technically correct: the United States is not a pure democracy; it's a democratic republic. In a democracy, people make laws directly. In a republic, laws are made for the people by their representatives. The United States is a republic with a federal structure—specifically, a democratic republic where representatives are democratically elected.

In fact, the federal government is not as democratic as the states, because the Constitution does not allow for federal referendums. However, states can and do hold referendums—at least some of them. And among those that don’t, many still allow elections for state constitutional amendments.
