I can only speak of California, but the push for vote-by-mail (especially during the Covid year of 2020 when every registered voter got a vote-by-mail ballot) significantly increased the time it takes.
You have to verify the signatures before you open the envelope and process the ballots. They may go through up to three passes to confirm a signature (I've witnessed and talked to officials at my local Registrar of Voters).
Once the Mail Ballots have been processed, then you examine the "provisional ballots" and see if they qualify to be processed.
As of this posting, in my county the Unprocessed Ballots estimates are:
138,000 Unprocessed Vote by Mail Ballots, on or before Election Day
19,000 Unprocessed Vote by Mail Ballots, after Election Day.
16,000 Unprocessed Conditional Voter Registration Ballots
1,000 Unprocessed Provisional Ballots
0 Other
6,000 Challenged (pending voter signature)
Total: 180,000 Unprocessed

compare that to the 570,636 votes have been Processed
Still enough votes that could swing a close race, like school board.
For example, on Wednesday, in one of the school board races I have an interest in, one of the incumbents was behind by a mere three votes. He's now up almost 300 trending in favor of him retaining.
I concur with everything you posted, but I believe that it is so much BS. The mail in ballots by and large should be "signature verified" before election day as they arrive and the ballot envelope placed in a secure holding area until election day when they would be counted immediately after the polls open.
