Obama really doesn't want to kill Islamic terrorists unless forced to do so.

Look at him ignoring the terrorists going wild in Africa, Syria, and now Iraq.

He only ok'd the killing of UBL because enough Americans wanted it done.

He has been lying about the 'low' threat of terrorism since day 1 in office, after all he needs to justify gutting the US military by erasing all of our enemies from the news.
