So if a cop has two arms, two legs, a nightstick, handcuffs, body armor, easily radioed personnel for backup, attack dogs, pepper spray, marshal arts training, smoke grenades, tranquilizers, helicopters, and all manner of support specialists at their disposal.. Somehow they still require a taser and the ability to shoot those who don't necessarily obey all of their barked wishes fast enough.. dead at will?

Yes, controlling the situation by maintaining a safe distance and calling for backup as needed beats killing someone experiencing a mental break due to not taking their meds. Also, this doesn't involve the army, and we really had no business attacking Iraq or Afghanistan anyway.
