Fair question, but the answer is clear. He's a socialist because direct government ownership is his goal. He's only using fascism to get there because it's expedient, not because it's what he wants. For example, he advocated single payer before he was President, but couldn't get that, so we went the fascism route. But he is using the fascism route to destroy the model and leave us with single payer, not to make it work. Socialism is the inevitible end to fascist models, no politician is ever satisfied with control without direct ownership, which is why fascism is typically called socialism lite.

Obama promotes favored looters, like Blue Cross, Kaiser, General Motors, et al, to a government protected and supported position. Take Obama's Fascist Care for example; the federal government forces the public to buy the product, and uses the implied violence of the government to ensure that no competitors enter the field, but the favored corporations are free to make obscene profits on the venture. This is straight out of Mussolini's playbook.
