They'd be wrong on both counts. Foreign aid is barely a percentage point or two of the budget and Welfare is 4th on the list behind Medicare/Medicaid, Social Security and the Military... in that order. Of those four items, only the Military is constitutional for the feddies to do. The rest MUST be done at state level.

Poll tests were big in the democrat south to prevent blacks from voting. Thankfully the supreme court stopped that. On the other hand, dumb people are a real problem in the electoral process. Of course the most RATIONAL way to deal with this issue is educate the voters. Too bad the liberal run pubic school system doesn't WANT smart voters, it wants dumb sheep to obey them.

But don't forget, this is why we don't have a direct democracy. Too fraught with peril, and that is why the founders in their wisdom, far greater it seems that most modern men chose to create an electoral college that took its cue from the popular vote, but was not 100% constrained by it, AND it prevented the abuse of high population/voting areas over low population/voting areas.
