He didn't "drop" his lawsuit. The judge threw it out because it was his personal lawyer on his behalf, suing his other personal lawyer on behalf of the IRS., essentially funnelling taxpayer dollars into his pocket. It reeked of twisted legal logic and self-serving conflict of interest.
It stunk to high Heaven, and the lawyers decided to immediately "settle" using a ridiculous plan to make it look somewhat legitimate.
It's a crime: corruption not disguised at all. Stinks like hell.
