The amendments to the already passed treaty are the immediate concern. Once passed, they become permanent international treaty law this Nov. They are being discussed & voted on in Switzerland right now.

There are already international prohibitions against invading sovereign nations. That didn't stop the U.S. in Iraq nor Russia in Georgia, Crimea, Ukraine...
Americans are not used to internal passports and compulsory i.d. cards. It isn't clear that they would accept this.
