Obama will find a way to spend more money.

It will probably be treated as a crime. It was done in a public area and the crime scene able to be cordoned off, and evidence collected in the usual manner with investigators. That's not at all like some guy setting off a bomb in a war zone where soldiers don't have the training, tools or control of the area.
