I would suspect this has something to do with fuel consumption. The speed limit of every car and truck in this country is regulated. What's the big whoop about the same thing for boats?

It's about saving endangered Right whales from being injured or killed by high-speed watercraft.

But those restrictions are not set on a national level. The speed limit in Washington, DC is 55mph. There's a road in Texas that has a speed limit of 85mph. The speed limit is 80mph in Montana...

What's the big whoop about the same thing for boats?

I'm all for allowing individual states to determine the maximum speed for boats operated in their waters...
 
Once a vessel is in waters that are more than 24 miles off the coast of a country, they are considered to be on the high seas and in international waters.

The laws used to govern in these waters are based on the country where the ship is registered and the flag it is flying.

So beyond 24 miles out it would only apply to boats registered in the US and flying that flag.

The government of US President Joe Biden has proposed an expansion of mandatory vessel speed limits off the East Coast in an effort to protect endangered right whales from ship strikes.

NOAA Fisheries announced that the proposed amendments would also extend the rules for the first time to smaller vessels of between 11 to 20 metres in length.

The agency, part of the National Oceanic and Atmospheric Administration (NOAA), launched the rulemaking process five years after scientists declared an “unusual mortality event” when North Atlantic right whales began dying in elevated numbers.

Interactions with humans – particularly vessel strikes and fishing entanglements – are the leading cause of death, though most of the deaths have been in Canadian waters.

After population decline, the latest preliminary estimate suggests there are fewer than 350 North Atlantic whales left, making it one of the most endangered whale species in the world.

The latest move by NOAA Fisheries comes after long-standing pressure from environmental groups that have claimed that existing speed limits have not been enough to protect the endangered species.


The agency aims to expand the limits of current seasonal speed limits, capping vessels at 10 knots, that are scattered along key areas of the East Coast.

NOAA Fisheries also released a draft of a roadmap aimed at tackling another key threat to the right whales: entanglement with fishing gear.

Too funny. Biden wants to cripple maritime traffic now because a whale I never even heard of before in 66 years has been hit just five times in fifteen years!

Has it occurred to him that the 350 left are the smart ones who don't swim into boats but are smart enough to dive under them? Or maybe the reason there are only 350 left is because they ain't too bright! Because surely, if boating accidents were exterminating an entire species, we would have heard of it long before this!

That is only one of many species that suffers from collisions. But, more important, the North Atlantic Right whale is the most critically endangered whale species. A rough estimate has them at a population of 500.

5 collisions matter.

If you’ve never heard of them, that’s your ignorance…they were the most popular species for whale hunters (hence “right” whale).

Boating accidents weren‘t the primary reason foe their decline, hunting was. But now there are so few left boating accidents are becoming a major factor.
