Wiretapping a US citizen is illegal unless you get a FISA court warrant, which can only be granted if there is probable cause that the subject in question is connected to a hostile foreign agent.

If Donald Trump was wiretapped legally, then it means that there is direct reason to believe he is in contact with a hostile foreign agent. That's beside the point though, since we know no FISA warrant was issued.
