He is partially to blame, he has pushed non-repeal bills that are Obamacare tweaking bills after campaigning to repeal Obamacare. I'm glad the reps who chose to oppose it did. The reps who pushed for those tweak bills were the same who voted 60 times to actually REPEAL Obamacare, but as soon as trump was in, they no longer wanted too, why? And trump sided with those guys who want to leave it in place and just tweak it a little...so yes some of the blame falls on him, some of the blame falls on the Paul Ryan's of Congress who want to leave Obamacare in place. Those are the people not listening to constituents, and the people pushing for the ACA tweaks are trump sycophants, who believe he can do no wrong... Again why did they vote for a straight up repeal of ACA 60 times before, but don't want to do it now, just want to tweak it? They were pay lip service to their constituents when they knew it wouldn't pass. Now they have the power to pass and they're choosing not too, but still trying to convince us it is a "repeal" when it clearly isn't...what happened to trump wanting to open up the heath insurance markets? He's not a believer in the free market, he is a believer in single payer system, like he stated many times, before and after he was elected.
