These are terrorists. Terrorists bent on Insurrection. They do not really fear retribution or at worse death because they know it is not policy. In other nation it would be different. In a real government changing violent world, many of these people would be forced to get out of the way as newer more powerful individuals would make themselves known and galvanize others for their agendas.
