I was referring to what occurred with Al-Qaeda. We destroyed Al Qaeda and it gave rise to ISIL/ISIS terrorism.
In the case of Hamas, cutting off the funding of Iran may not stop Hamas from resurrection because Qatar has been also funding the terrorist group.
