What he is doing is the same thing all authoritarians do, they move, brick by brick, to dismantle any system of laws in place to prevent them from exercising greater abuses of power. It is done incrementally, and when one system of checks and balances is overcome, you move on to the next.

This never ends well, because human nature is not going to naturally stop one from continuing these abuses. Someone, or something, has to do it.
