Trump has been spending like a drunken sailor on shore leave a lot longer than this virus thing has been going on. First, there was the tax cuts for corporations and the rich, with a small one for the rest of us. Then, when he started his trade war with China, because of the repercussions it had on farmers, he had to do a bailout for them.
Sorry, but Trump has been spending like crazy since he's been in office.

You're right, the bill did start in the House and was passed. It then went to the Senate where it also passed, and then went to Trump for signature. The bill started by the House could have been stopped by either the Senate or vetoed by Trump, but neither of them wanted to stop it, so it became a law. Congress may have started it and passed it, but it was Trump who made it into law. Didn't you ever watch Schoolhouse Rock, How a Bill Becomes a Law?
