Russia has destroyed a third of the Ukraine's energy resources and apparently intends on destroying nearly all of it..

Is that still within the agreed upon rules of war that have been previously agreed upon by the US and Russia?

I think it's pushing the envelope a bit too much and further endangering the rest of the world with a nuclear war.

US counter measures will be severe in my opinion.
