If the "criminal" hadn't been released from prison there wouldn't be this problem. Most criminals who do such things have escalated over time from minor crimes and are often repeat offenders well known by the justice system. Once identified as a habitual offender they should (have) received sentences that were long enough for them to "age out" of their criminal behavior.
