1862 - President Lincoln signed into law a revenue-raising measure to help pay for Civil War expenses. The measure created a Commissioner of Internal Revenue and the nation's first income tax. It levied a 3 percent tax on incomes between $600 and $10,000 and a 5 percent tax on incomes of more than $10,000.

He also let rich people buy their way out of the military.
 
When less than 50% of wage earners are paying nearly 100% of income taxes, and there are more hands demanding entitlements than contributing.
That ship sailed long ago.

If people knew how much of everything they spend money on is taxed to fuck through business taxes and how much waste there is they might be more pissed, but at the end of the day it's the gov't we allowed to exist, we need to purge it of THE PEOPLE that push nefarious objectives. ALL THE GODDAMNED DEMOCROOKS is for sure, and most of them belong in prison, but plenty of republicrats and billionaire senator owners as well.

We better stop these parasites and their election bullshit as well.

what was the vote by party in congress? I understand that Lincoln signed it, but we are talking about congressional actions on SS.
