There is a difference in General Welfare and Individual Welfare.
The Federal Government can build Roads, Schools, Community Centers, Libraries, Athletic Facilities and whatnot ...
But it has not been granted the Power to make one Citizen responsible for another Citizen's individual debt or cost of living.
If someone is sent a check with their name on it ... There isn't anything General about it.
It doesn't even matter if think it is a good idea to help someone out ...
Sure it is. You give a poor person a check, he's not going to slit your throat looking for his next meal.
It's definitely good for the General Welfare.
