Hard to believe that the US was prepared for a war with freaking Canada in 1931 but unprepared for a war with Japan in 1941. It should be noted that the US had virtually no intelligence network in place during the 30's. Assumptions about the Japanese being nearsighted and having balance problems that prevented them from flying a plane were actually believed by the bumbling bureaucrats who were in charge of defending the U.S. Not only did we lose 3,000 Sailors at Pearl Harbor because of bumbling bureaucrats but we lost an entire army in the Philippines by April of 1942 because MacArthur forgot he was the commander of the area most likely to be struck in the opening day of hostilities.
 
In 1930, both houses of congress and the presidency were Republican, so not very surprising.

They really liked Mussolini...and Hitler when he came to power.

For some real perspective read "In the Garden of the Beasts" by Eric Larson. It's an account of the life of the US Ambassador to Germany during the 30's. It seems that FDR was well aware of Nazi atrocities but he was only interested in obtaining the (WW1) war reparations that Germany was responsible to pay.
 
Looks like junk history to me. At best it's a piece of "war gaming as exercise", done all the time at War Colleges, but not to be taken as a serious plan for the future.
