The 20 billion was for continued disaster relief for the other 3 hurricane's damage that Florida had gotten earlier this year and last as well....it was not just for Helena....Plus wild fires out west.

And FEMA said they can fund Helena disaster, but they can't fund any hurricane relief or prep for new hurricanes, like Martin

I know they did. But how bad would it have been without it. They used some to deal with some older disasters and some of it to deal with Hurricane Helene victims. Had they not gotten it, they couldn't have done any of that.
