I would consider a true emergency to be open war in the middle east that shuts down the global movement of petroleum, causing oil prices to shoot into the hundreds of dollars per barrel range and us being caught flat footed because we shut down our own drilling capabilities. We need our military to be able to put planes in the sky, move troops on the ground, and put ships in the sea, and all that takes petroleum. We haven't had an emergency on that scale yet, but I believe it's only a matter of time.

Using it as a sop to drop gas prices by 10c/gallon at the pump is not an emergency, it's a dangerous political ploy.

Regarding this stupid gesture - Now that we are dependent on other countries again thanks to the dolt in the White House, a valid emergency might be if one of the primary suppliers cut us off. If we went to war and needed more oil, that would be a reason. High and rising gas prices are obviously not an emergency when domestic policies that contribute to rising prices continue.
