Pretty much. It was very rare as it's not an easy procedure. Developed by Dr. Martin Haskell. He testified during the hearings on passing the ban. Not sure how much of this is online. Around 1993 if I recall correctly.

RvW didn't ban third semester abortions but it allowed for them to be banned.

Not true. The previously mentioned Dr Haskell noted in his testimony that the major reason was "maternal indications". When asked to explain he noted the age of the mother. In that young girls/women would hide their pregnancy for as long as they could.

"Health" is a misnomer. In the RvW companion piece Doe v Bolton it was ruled that if there was a health exemption, that exemption must allow any reason at all. "I do not feel I'm mentally ready to have a baby" would be a valid health exemption.

Now if you support that, you do indeed support third term abortions.
