So, in following up, it sounds like the local police said:

Neither side wanted to press charges.

The victims family called BS and said they did.

They were told their son would also be charged so they backed down.

The incident apparently stemmed from the assaulter stepping onto the track to block the race and blocking the race. He was pushed out of the way by the victim (the shove that the police said would result in charges.....what total crapp).
