So I cannot hike with my friend of 20 years in the woods or sit along the river and talk? They are pushing this to see how far we will tolerate martial law, even worse. Hiking usually means moving in some form or fashion toward an objective. There would be times you'd come close to one another but generally as a rule you're moving. Not holding, or passing a beer and talking barely three feet from their face. :)
Practice solid social distancing if you don't know where your friend has been and you should be OK. Unless they issue a shelter in place order and enforce it via fines or jail time.

The attempt to slow the spread of Wuhan coronavirus has been extravagantly expensive in terms not only of economics but of liberty. A Pennsylvania woman has been fined $200 for going for a drive:
The 19-year-old woman, identified as Anita Shaffer, was pulled over by Pennsylvania State Police around 8 p.m. on March 29 in the town of Red Lion, located in York County, about 35 miles south of the state capital of Harrisburg. …

In the citation, obtained by FOX43, that officers then handed Schaffer for at least $202.25, it states she “failed to abide by the order of the Governor and Secretary of Health issued to control the spread of a communicable disease, requiring the closure of all non-life-sustaining businesses as of 20:00 hours on March 29, 2020. To wit, defendant states that she was ‘going for a drive’ after this violation was in effect.”
Supposedly she was initially pulled over for a bad taillight. However, the taillight was working fine when she got home.
This is not reassuring:
“Sunday Drives are not essential travel. Does that mean that everyone who goes for a drive will get cited/warned? Obviously not,” [State Police Communications Director Ryan] Tarkowski said in a statement to FOX43. “There are no roadblocks, check points, etc. Decisions to warn/cite are made based on the totality of the unique circumstances of each encounter.”
In other words, we reserve the right to punish whoever we catch outside of their house on an arbitrary basis.

One symptom of tyranny is that the rules are not enforced consistently, so you never know when the law will come down on you.
Sometimes this seems like less of a health crisis than a dry run for martial law.
