The OP typed "The...state senator" because he thinks this would only be big news if he were the only state senator in the state.
There are 22 Democratic VA state senators.
It just doesn't sound breaking-newsy if 21 Dem state senators didn't do anything wrong. So he pretends he's "the" state senator.
