I think that by redefining the role from 'defense' to 'war' he may be implying that will somehow justify more military action around the world, so nothing has really changed except semantics. I think he gathered them to demonstrate that they are not autonomous, and that is probably a good thing. By televising it the departing brass has to go back and can't spin the meeting like they were used to doing it to suit their own agendas. Probably some of the attendees were not happy with dei and woke policies interfering with recruitment and readiness, so maybe that.
