Literacy tests were a post-war creation. Land ownership was more common, but wouldn’t have limited voting for small farmers. You claimed they didn’t have a voice in policy, and that was not really the case. If their government was so dominated by the aristocratic plantation owners, they wouldn’t have been fighting to maintain their hierarchy. The reason they did was because they wanted to preserve the institution of slavery.
