Hawaiians can play a state lottery, just not an Hawaiian state lottery. The Massachusetts lottery has a subscription service which is available across the United States. You don't have to reside in Massachusetts to participate, you can subscribe by phone from the comfort of your home.

According to the Attorney General’s office, Hawaii residents can purchase tickets on their behalf by either friends or family members where Powerball is played in the 44 states on the mainland (excepting Alabama, Alaska, Mississippi, Nevada, Utah and Wyoming), as well as the District of Columbia, U.S. Virgin Islands and Puerto Rico.

If by chance you win the jackpot or any second-tier winnings, you will be responsible for paying Hawaii state taxes. Since Hawaii residents are taxed on all income made out of state or country, the same holds true for Powerball or lottery winnings.

So, for example, if someone buys a lottery ticket for you, you win the jackpot and decide to take the estimated lump sum of $868 million, you will still be liable for the state taxes on the lump sum.

Hawaii residents can buy Powerball lottery tickets, but winnings will be taxed

Is it still a good idea to require winners to be publicly identify?
