Have we ever in history considered voting a person in for president when there are concerns about their mental health?

It seems unfathomable to me that we may knowingly elect a man to the presidency who is quite clearly in a mental decline. He can't string together very many sentences without a script, and even then mucks it up. He refers to blacks as if they owe him something. Sometimes he says things that make absolutely no sense.

2. His diminished mental capacity
3. His record of always being wrong, like calling Trump "xenophobic & racist" for stopping flights from China, before agreeing with it.
4. His record of corruption, getting Hunter $83,000 a month from Burisma
5. His extortion video getting the prosecutor to stop investigating Burisma
6. His record of racism and taking minority votes for granted. "If you don't vote for me you ain't black"
7. His record of gaffes, like "C'mon man, are you a junkie?"
8. Will he debate Trump? He says he will, I'm not so sure.
9. Biden copied Bernie's socialist policies.
10. Biden copied Trump's populist economic policies.
11. The police are voting for Trump over Biden, that says it all.
12. Biden is too old to even consider a second term? How old is that? Too old.

Trump was elected as a fluke the first time when there were many questioning his mental health. His poor and deranged mental health is now far more obvious. The bragging he has done more for blacks than anyone is a sad display of his narcissism and delusion. FDR was in sharp physical decline in 1944. In the 1840 campaign, William Henry Harrison was portrayed a drunken old soldier living in log cabin, clearly someone who was in mental decline. Both of those men won.
