Has Progressive Redistribution, All Powerful Central government ever failed, even once?

I was reviewing recent history and I could not come up with a single instance, on any scale, of the Progressive Utopia of an all powerful government allocating resources and setting wages and returns ever failing.

I'm at a loss, here. I know that only in Orwell's "1984" do we ever have the perfect Progressive Utopia, so let's not hold that standard.

Mao's China? Maybe

Xi's China? Maybe
