I don't see anything in the legislation that excludes the formation of Death Panels..

While it does not mandate Death Panels, the very fact that it does not mention them shows that Arizona is not against their eventual inclusion.

And I can tell you from reading the bill that there is no language that allows a police officer to pull someone over just for suspicion of being an illegal immigrant.
