According to Jenna Ellis the voters were not to decide the outcome of the election. That is to be decided by Don Trump that Dem electors from Michigan, Pennsylvania, Wisconsin, Georgia, Nevada, Arizona, and New Mexico were to be thrown out on January 6, 2021 and then giving the states until January 15, 2021 to send in Republican electors.

Any state which failed to comply would not be counted, and then the election would be decided by Congress.

Don Trump demanded that Congress do the right thing and only count the electors who have been lawfully slated according to his bullshit.

It is the way that he expected to overturn the election and actually become president elect on January 15, 2021, according to the plan.
