You're talking about a small contingent of soldiers who had seen death from smallpox all around them. Even Washington was concerned the inoculation he initiated would hurt recruiting, meaning you could choose not to enlist and thus, not be inoculated. If you ilk had your way--as demonstrated by the OSHA foible--they would have been mandatory for everyone. As in NZ etc.
