Two conditions of the agreement that Hamas signed on to are:

They would surrender all their weapons and
They would not be part of any Gaza government going forward.

That would, essentially eradicate Hamas without having to kill them all.

It appears that despite their agreement to give up power, they have chosen door number two … AKA the hard way out.
